Deep Web is just a un-indexed section of the internet which is not visible in normal or any standard search engines like Google, Yahoo, Bing, etc., People think that the dark web is scary sites that are built on top of the darknet. It is an overlay network which uses the common network but requires special permissions and software. Tor network sites are just a tiny part of the deep web.
